Egypt is lagging behind other countries in the Mediterranean region in reforming its economy. This book explains why. The authors contend that the Egyptian political system, based to a large extent on discrete patronage and dominated by powerful interest groups was inherently resistant to reform. In addition, the country's strategic position in Middle Eastern politics provided the environment for aid flows which mitigated the need for change by creating an illusion of economic wellbeing. Egypt has thus been protected from the pressure of the international market system. Yet, argues this study, such pressure is the only effective stimulus to fundamental reform.

Achieving Financial Stability in Asia sets out to identify the elements which could restore confidence to the countries of the region and stabilise financial flows on a global basis. Thus, measures must be taken which include improving public and corporate governance, strengthening democracy and improving the efficiency of regulatory institutions. At the same time, emerging economies ought to be given a greater measure of participation in international regulatory bodies, so that any solutions proposed to dampen the volatility of financial flows might take their interests and opinions into account. This book reflects the contributions to the fifth edition of the International Forum on Asian Perspectives, which was held in Paris in June 1999. The Forum was created by the Asian Development Bank and the OECD Development Centre as an annual meeting place of ideas and strategies from Asian countries and from the OECD region. The aim of the Forum is to create an area where the knowledge bases of the partners can be combined to exploit their specific advantages in the search for solutions to the economic problems of Asia. The Forum also includes an open meeting where these ideas can be tested in front of a wide audience of people from the worlds of politics, administration, academia, the media and business.

The greatest economic challenge facing China in the post-Deng era is the reform of unprofitable, state-owned enterprises (SOEs) which threaten to drag down the rest of the economy. Despite an array of well-intentioned, market-oriented reform measures, these firms have never truly been forced to face the pressure of a bottom line, or the threat of bankruptcy. Forging Reform in China explains how and why these measures have not been sweepingly successful to date, and what it would take to achieve meaningful reform. The author investigates firm-level processes, including case studies of China's steel industry giants, revealing institutional and systemic barriers to market-oriented performance. This book makes a compelling argument that private ownership cannot work in China's current system until governance over complex economic factors has been established, that is, until credit is tightened and market selection processes made to work.

Using case studies ranging from cross-border bank resolution to sovereign debt, the author analyzes the role of international law in protecting financial sovereignty, and the risks for the global financial system posed by the lack of international cooperation. Despite the post-crisis reforms, the global financial system is still mainly based on a logic of financial nationalism. International financial law plays a major role in this regard as it still focuses more on the protection of national interests rather than the promotion of global objectives. This is an inefficient approach because it encourages bad domestic governance and reduces capital mobility. In this analysis, Lupo-Pasini discusses some of the alternatives (such as the European Banking Union, Regulatory Passports, and international financial courts), and offers a new vision for the role of international law in maintaining and fostering global financial stability. In doing so, he fills a void in the law and economics literature, and puts forward a solution to tackle the problems of international cooperation in finance based on the use of international law.

En analysant vingt tentatives de réforme structurelle menées dans 10 pays de l’OCDE, ce rapport examine pourquoi certaines de ces réformes politiques sont appliquées et d'autres non. Les études de cas présentées dans l’ouvrage illustrent un large éventail de démarches visant à la réforme de trois secteurs cruciaux : ceux se rapportant aux systèmes de retraite et à la réglementation des marchés du travail et des produits. Les facteurs clés qui dans le domaine de la politique, de l’économie et dans le cadre spécifique du processus de réforme soutiennent celle-ci ou, au contraire, l’entravent sont identifiés tandis que ces résultats font l’objet d’un recoupement effectué en utilisant un ensemble relativement simple de corrélations des rangs de Spearman. La double approche analytique – à la fois quantitative et qualitative – se révèle particulièrement édifiante pour les responsables politiques qui conçoivent, adoptent et mettent en application des réformes politiques structurelles.
